Should I include the issue number if the journal is paginated by volume?

Yes, APA 7 recommends including the issue number for all periodicals, even if pagination is continuous across the volume.

What if the article has more than 20 authors?

List the first 19 authors, insert an ellipsis (…), and then add the final author's name. No ampersand before the final author.
